COMUNICADO

Repudiamos la masacre a los hermanos Q’om en Formosa

Con el dolor de toda muerte injusta,  más aún cuando esto ocurre en el continuo genocidio de pacíficos pueblos indios, mientras seguimos intentando construir una democracia popular que para los pueblos originarios nos es siempre lejana; Repudiamos la represión asesina denunciando, también, la complicidad de los silencios ante la lucha de los hermanos por vivir con dignidad. Lucha no ignorada por todos los poderes políticos y mucho menos por los económicos, ambiciosos y depredadores que continúan mercantilizando la vida, avasallando nuestros derechos históricos.

El silencio de los medios de comunicación sobre la injusticia cotidiana que sufrimos, donde somos noticia solo ante la muerte, disfrasados de “independientes” poniendo en dudas, hasta las responsabilidades en la coyuntura.

¡Alerta y Movilización! A todos los pueblos que están en la misma situación.

Estamos en un nuevo tiempo que los cultores de la “propiedad privada” no quieren entender, es tiempo de liberación de los pueblos porque necesitamos salvar a nuestra madre naturaleza de la depredación de los destructores de la vida.

En esta continua historia, la masacre de los hermanos Q’OM en la comunidad de Primavera – Formosa, ocurrida el 23 de noviembre, hay DOS MISERABLES CULPABLES Y UNA GRAN CAUSA:

EL PRIMER RESPONSABLE, son los invasores terratenientes que han venido  arrinconando cada vez mas a los Q’OM. Invasores,  que manipulan  el poder político, económico y judicial, liderado por el propio gobernador de la provincia Gildo Insfran. Su miserable objetivo es apropiarse de las últimas 3 mil has que colindan con la laguna blanca, para utilizarla como recurso de alta rentabilidad: agua para la soja, agua para consumo humano y emprendimiento turístico, además, del eterno “negocio” de la obra pública.

EL SEGUNDO RESPONSABLE.- El Instituto Nacional de Asuntos Indígenas (INAI), bajo la órbita del Ministerio de Desarrollo Social que  no cumple con las políticas públicas para Pueblos Originarios que están definidas en la Constitución nacional, el Convenio 169 de la OIT y la Ley Nacional que lo ratifica; por el contrario desarrolla programas asistencialistas intermediados por ONGs, organizaciones “indigenistas” extraños al desarrollo democratico de las comunidades, aunque en ellos hagan participar a indígenas integrados a la corrupción política de la «civilización del dinero«. El INAI, denunciado por la mayoría de los genuinos representantes de los Pueblos Originarios, divide las comunidades, impone dirigentes burócratas que mal manejan proyectos, como fue y es el de Relevamiento Territorial, cuyo resultado es un verdadero fracaso.

Y LA GRAN CAUSA, es la del Pueblo Q´OM de Primavera: por defender su sagrado,  milenario y mutilado territorio, donde aprendieron de la madre naturaleza el arte del buen vivir, con el canto de los pájaros, el gusto a la miel, la danza de los árboles acariciados por el viento y el amor cósmico. Por desalambrar, los caminos del sol y  las estrellas,  donde transitan sus abuelos, espíritus hechos colibríes, y de los niños, inocentes soñadores de una dimensión desconocida por los malvados. Por querer tener un espacio para la siembra y  los frutos dorados. Por exigir respeto y decir basta a la indignidad del desprecio. Por querer Vivir Bien, no mejor que otros. POR QUERER SER LIBRES, EN SU PROPIO TERRITORIO.

¿QUE QUEREMOS?

1.      Exigimos JUSTICIA, principalmente a la responsabilidad política de la masacre de los hermanos muertos, heridos y mantratados. Debe existir la decisión de que esto “NO OCURRA NUNCA MAS”, no solo en Formosa sino en toda la Argentina.

2.      Rechazamos a los oportunistas de siempre, a aquellos “indigenistas urbanos” que arman ONGs para ser intermediarios cómplices de la corrupción política del INAI. Los corruptos políticos, son los corruptores y corrompidos, los que violentan nuestros derechos constitucionales y utilizan las instituciones para sostener el sometimiento de los pueblos.

3.      Exigimos con URGENCIA que el INAI como institución autárquica pase al ámbito directo de la  Presidencia  de la Nación sin su estructura burocrática neoliberal, asumiendo funciones ministeriales para  garantizar la participación democrática de los pueblos indígenas enmarcada en la legislación nacional, en los Derechos  establecidos por el Convenio 169 de la OIT ratificada y ampliada por la Declaración de la ONU. Los pueblos originarios necesitamos políticas públicas que posibiliten el desarrollo de nuestra AUTONOMIA, no queremos políticas asistenciales a la indigencia propias de la cultura occidental. Nosotros, de acuerdo a cultura dominante somos pobres y queremos decirle que SI somos pobres, pero que queremos vivir dignamente de acuerdo con nuestra cultura, no nos interesa ser “ricos”, solo queremos ser pobres libres.

Por todo lo expuesto:

4.      Solicitamos una entrevista a la Presidenta de la Nación Argentina, para una Reunión de Emergencia con los representantes de las comunidades de los pueblos del Foro Indígena del Norte, cuyas conclusiones ya le fueron entregadas a la Sra. Presidenta.

5.      NOSOTROS, COMUNIDADES DE PUEBLOS ORIGINARIOS, PARTICIPANTES DEL FORO INDIGENA DEL NORTE, NOS AUTOCONVOCAMOS EN ASAMBLEA CONSTIUYENTE INDIGENA PARA LOGRAR LA INTITUCIONALIZACION DE LAS PARITARIAS DE LOS PUEBLOS INDIGENAS CON EL ESTADO FEDERAL (Gobierno nacional y gobiernos provinciales). Queremos Tratar nuestras reivindicaciones, democráticamente, sin intermediarios, con los Gobernadores y fundamentalmente con la Presidenta.

Queremos, respeto como naciones originarias, constituir nuestros territorios de cada Nación Originaria. Entendiendo el verdadero concepto de Nación, que es la Identidad Cultural de un Pueblo y por Cultura la forma de vivir en nuestros territorios, donde podamos vivir de acuerdo con nuestras formas de organización política, social y económica. En definitiva queremos Vivir Bien de acuerdo con nuestras costumbres, con nuestra lengua y nuestra espiritualidad.

Para ello, necesitamos ser Libres en nuestros Territorios.

We condemn the slaughter of the brothers in Formosa Q’oma

With the pain of all wrongful death, especially when it occurs in the ongoing genocide of peaceful Indian villages, while still trying to build a popular democracy for the peoples we are always far, repudiate the murderous repression denounced also the complicity of rests with the struggle of the brothers to live with dignity. Fight not ignored by all political powers, and less on economic, ambitious and predators who continue commercializing life, enslaving our historical rights.
The silence of the media about the injustice we suffer everyday, where we notice just before death, disfrasado «independent» putting in doubt until the joint responsibilities.

Alert and Mobilization! All the people who are in the same situation.

This is a new time that the exponents of the «private property» will not understand, it’s time to release people because we need to save our mother nature from the depredations of the destroyers of life.
In this continuing story, the slaughter of the brothers in the community Q’oma Spring – Formosa, which occurred on November 23, there are two miserable GUILTY AND A GREAT CAUSE:
The primary responsibility, landowners are invaders who have come increasingly cornered the Q’oma. Invaders, who manipulate the political, economic and judiciary, led by the governor of the province Gildo Insfran. His miserable goal is to take the last 3 thousand hectares bordering the white lagoon to be used as high-profit resource: water for soybeans, water for human consumption and tourism undertaking also the eternal «business» of public works .
RESPONSIBLE SECOND .- The National Institute of Indigenous Affairs (INAI) under the aegis of the Ministry of Social Development does not comply with public policies for Indigenous Peoples that are defined in the Constitution, the ILO Convention 169 and the Law ratifies national, on the contrary develop welfare programs arranged through NGOs, «indigenous» foreign to the democratic development of the communities, although they do involve indigenous integrated into political corruption of the «civilization of money.» INAI, denounced by most of the genuine representatives of the Indigenous Peoples, divide communities, leaders imposed evil bureaucrats who manage projects, as it was and is the Land Survey, resulting in a failure.
And the great cause, is the Village of Spring Q’oma: to defend their sacred, ancient and maimed territory, where they learned of Mother Nature the art of living with the birdsong, the taste of honey dance of trees caressed by the wind and cosmic love. For desalambrar, the ways of the sun and stars, which pass their grandparents, spirits made hummingbirds, and children, innocent dreamers of a Twilight Zone for the ungodly. Wanting to have a space for planting and the golden fruit. On demand respect and say enough to the indignity of contempt. For wanting to live well, not better than others. FOR WANTING TO BE FREE IN ITS OWN TERRITORY.

WHAT WE WANT?

1. We demand justice, mainly political responsibility for the slaughter of the brothers dead, wounded and mantratados. There should be a decision that it «never happen again», not only in Formosa but throughout Argentina.
2. We reject the usual opportunists, those «urban Indian» who arm NGOs to be complicit intermediaries INAI political corruption. The corrupt politicians are corrupt, and corrupt, those who violate our constitutional rights and use the institutions to support the subjugation of peoples.
3. We urgently demand that the INAI as autarkic institution go to the direct area of the Office of the President without his neoliberal bureaucratic structure, assuming ministerial functions to ensure the democratic participation of indigenous peoples framed in national legislation on the rights established by the Convention ILO 169 ratified and extended by the UN Declaration. Aboriginal peoples need public policies that facilitate the development of our autonomy, we do not care to indigent policies specific to Western culture. We, according to the dominant culture are poor and want to say that if we are poor, but we want to live with dignity in accordance with our culture, we are not interested in being «rich», we just want to be poor free.

For all these reasons:

4. Request an interview with the President of Argentina for an emergency meeting with community representatives of the peoples of Northern Indigenous Forum, which has already were delivered to the President.
5. WE NATIVE PEOPLES COMMUNITIES, INDIGENOUS FORUM PARTICIPANTS OF NORTHERN IN ASSEMBLY NOS Autoconvocados the Founding INTITUCIONALIZACION INDIGENOUS TO ACHIEVE THE JOINT OF INDIGENOUS PEOPLES TO THE FEDERAL STATE (national government and provincial governments.) We treat our demands, democratically, without intermediaries, mainly with the Governors and the President.

We, as First Nations respect constitute our territories of each First Nation. Understanding the true concept of nation, which is a Cultural Identity and Culture Village way of life in our territories, where we live according to our forms of political, social and economic. Ultimately we want to live well according to our customs, our language and spirituality.
For this we need to be free in our territories.
