La prensa uruguaya y la argentina coinciden en anuncia el arribo a un acuerdo integral de monitoreo a BOTNIA, aparentemente según lo anunciado es un acuerdo que contempla un control integral de la nefasta empresa, ni bien se de a conocer públicamente lo analizaremos en profundidad.

Los cancilleres de Uruguay y Argentina sellaron ayer un acuerdo, que calificaron de «científico», para iniciar el monitoreo ambiental de la planta de celulosa UPM y del río Uruguay. Los detalles del mismo serán presentados hoy ante la CARU.

«Queremos anunciar que el comité científico ha alcanzado un acuerdo para el plan de monitoreo en el río Uruguay y sus términos de referencia», anunció anoche el canciller uruguayo Luis Almagro, acompañado por su par argentino, Héctor Timerman. Luego de casi 10 horas de reunión en la sede del Ministerio de Relaciones Exteriores, ambos funcionarios manifestaron su «satisfacción» por el resultado de la cumbre.

La extensión del encuentro reflejó la necesidad de ambos cancilleres por cristalizar este convenio, luego de las diferencias técnicas que pusieron en riesgo su concreción.

Timerman minimizó anoche las divergencias previas y consideró que el papel de los cancilleres, junto a los científicos de ambos países, apuntó a «facilitar el diálogo».

«Los científicos llegaron a un acuerdo que es el que vamos a presentar (hoy) en la CARU», subrayó Timerman.

El acuerdo establece, según comunicaron los cancilleres, el cumplimiento ya previsto de las doce visitas anuales de inspección a la planta y una serie de procedimientos para el control de las condiciones ambientales.

Adentro de la planta se efectuarán «mediciones continuas» de temperatura, turbidez, conductividad, DQO (demanda química de oxígeno), DBO (demanda bioquímica de oxígeno), asociados a la presencia de residuos. Además, se definió la «toma de muestras por Dinama de los pluviales que descargan al río» y «la medición continua del caudal antes del vuelco y en la cámara Parshall».

Para algunos de estos procedimientos de «medición continua» se instalará nuevo equipamiento, se informó, lo que incluye la presencia de sensores explicó Almagro.

Además, se tomará la zona de influencia de la planta en el río Uruguay para hacer «seguimiento del nivel de calidad de las aguas, de las condiciones hidrodinámicas del río Uruguay, y de otras matrices ambientales que tienen que ver con la instalación, como actividad experimental, de 12 boyas integradoras con almejas acumuladoras». Este punto es uno de los que pretendían incluir los científicos argentinos y que eran rechazados por Uruguay, según informó El País días atrás.

Afuera del predio se analizarán «las condiciones de la calidad del aire para interpretar aportes gaseosos» al río.

El canciller argentino descartó la incorporación de otros ítems a los controles, como el estudio de la fauna y flora.

El inicio de los estudios no será simultáneo, sino que algunos controles podrán comenzar «ahora» y otros deberán esperar a la adquisición de equipos, informó Almagro.

Las muestras obtenidas serían enviadas para su análisis a un laboratorio de Canadá, país considerado «apto» por los científicos.

Almagro manifestó su «satisfacción» por los términos del acuerdo; su colega estimó que las diferencias se terminaron tras la reunión de ayer.

El cuidado del medio ambiente «no es un problema de nacionalismos, no es un problema de que un país esté más tranquilo», señaló Timerman. «Si se contamina, se contamina a los dos países. Si (la planta) no contamina, no contamina a ninguno de los dos», agregó.

«Los dos países estamos satisfechos con este acuerdo científico, lo que tratamos de hacer es cuidar el medio ambiente de la mejor manera posible», concluyó el canciller argentino.

Trato frío y respetuoso entre los cancilleres

Luego de la conferencia de prensa ambos ministros y losequipos de trabajo se quedaron adentro de cancillería por espacio de media hora. Cuando resolvieron salir se pudo ver al canciller Luis Almagro y al embajador itinerante Julio Baráibar despedirse de la delegación argentina.

Al salir de la reunión Timerman aclaró que no hay malestar en el gobierno argentino por las declaraciones del presidente José Mujica (ver nota aparte). Además, subrayó que anoche se llegó a un acuerdo por el que «nadie cedió nada».

Además, comentó, con la única sonrisa que mostró a los medios, que la reunión se demoró tanto tiempo como consecuencia de que «estaban jugando Nacional y Peñarol».

Las conversaciones comenzaron ayer sobre las 9 con la llegada de la delegación científica. Desde ahí en adelante la negociación transcurrió en el Palacio Santos hasta la llegada de ambos cancilleres sobre el mediodía. La preparación de la reunión requirió de trabajos «maratónicos» en los días previos, según mencionó una fuente del gobierno uruguayo.

Otra fuente subrayó la frialdad en el trato entre Timerman y su equipo con la delegación uruguaya. No obstante, aclaró que el diálogo se produjo en un ambiente de «mucho respeto».

Entre los negociadores de ambos países estaban algunos de los representantes que tuvieron actuación durante el juicio de La Haya.

Un acuerdo para controlar a la pastera

Los cancilleres de Argentina y Uruguay estuvieron reunidos diez horas. Anoche anunciaron un nuevo acuerdo binacional con bases “científicas” y que las mediciones comenzarán en forma inmediata.

Los cancilleres de la Argentina, Héctor Timerman, y del Uruguay, Luis Almagro, finalmente lograron ayer destrabar las negociaciones sobre el plan de monitoreo conjunto para la pastera UPM (ex Botnia) y para toda la cuenca del río Uruguay. Luego de una semana de infructuosas reuniones que alternaron su sede en Buenos Aires y Montevideo, y tras dos meses sin lograr que el comité científico binacional se pusiera de acuerdo en el protocolo de control, la reunión entre ambos cancilleres puso fin a la controversia. En una breve conferencia de prensa al término del cónclave, que duró diez horas, Timerman destacó el carácter “científico” del nuevo acuerdo binacional, en tanto que Almagro subrayó que las bases del entendimiento al que arribaron “son muy firmes”. Ambos estimaron que el comienzo de las mediciones se dará en forma inmediata.

Según pudo saber Página/12, la delegación argentina quedó “muy conforme” con el acuerdo alcanzado con el Uruguay, pero evitaron mostrarse eufóricos aún, ya que todavía falta que sea discutido en el seno de la Comisión Administradora del Río Uruguay (CARU). La implementación práctica de lo que fue discutido ayer por los cancilleres tendrá lugar a partir de mañana, cuando las delegaciones de ambos países se encuentren en la CARU para discutir la letra chica del documento. Fuentes allegadas al comité confirmaron a este diario que encontraron a los funcionarios orientales “mucho mejor predispuestos” al diálogo que en las reuniones precedentes, donde los uruguayos habían desestimado más del 70 por ciento de la propuesta argentina. En este caso, la Argentina cedió en “un solo punto” de su reclamo, que, aunque no fue precisado, “no era central en el planteo inicial”, sostuvieron.

Al parecer, Uruguay finalmente accedió a la instalación de sensores que monitorearán los lugares clave de emisiones gaseosas y de efluentes de la planta de forma permanente, algo que en un principio había sido resistido desde la otra orilla. También habrían aceptado el uso de organismos vivos que actuarían como centinelas en caso de detectarse contaminación, y de las boyas integradoras, cuya fabricación en nuestro país habría generado controversia. De todas formas, a pesar del avance en la negociación, se anticipa que la discusión puede volver a tensarse cuando se tenga que evaluar la forma concreta de llevar a la práctica la letra del convenio.

El encuentro comenzó pasado el mediodía de ayer en el Palacio Santos, sede del Ministerio de Relaciones Exteriores uruguayo, y culminó minutos después de las 21. Tras el fracaso de las reuniones mantenidas días pasados en Montevideo y en Buenos Aires, por parte de los integrantes del comité científico y los vicecancilleres Alberto D’Alloto y Roberto Conde, Timerman decidió viajar para reunirse con Almagro. Lo decidió apenas arribó al país desde Seúl, donde estuvo acompañando a la Presidenta en la cumbre del G-20. Ambos funcionarios se saludaron de manera distante, en su primer contacto tras la serie de declaraciones cruzadas y de reproches entre las delegaciones, y se enfrascaron en una larga discusión, en medio de un hermetismo total sobre su contenido.

Según coincidieron en señalar ambos cancilleres en una breve conferencia de prensa, ofrecida anoche al término de la larga negociación, algunos trabajos de control en la fábrica de celulosa comenzarán de “forma inmediata”. En tanto, se afirmó que para otros estudios se demorará alrededor de una semana, ya que se aguardará la instalación de equipos especiales para el monitoreo. Otro de los puntos centrales que consensuaron fue la elección en común de un laboratorio de nivel internacional para que se encargue de analizar las muestras que se extraigan de la planta, y que luego se extenderán a todas las industrias establecidas en ambas márgenes del río.
